Specialist – Procurement Category (Emirati Talent)

Job Summary:

The Specialist – Procurement Category is responsible for managing assigned procurement categories, ensuring the timely fulfillment of internal customer requirements, developing sourcing strategies, identifying cost-saving opportunities, mitigating supply chain risks, and building strong supplier relationships to deliver value aligned with DTC’s strategic goals.

Key Responsibilities:

• Develop and maintain a comprehensive understanding of procurement policies and procedures at DTC, ensuring continuous updates and improvements.

• Develop and execute comprehensive category management plans for assigned procurement categories, aligning them with stakeholder objectives.

• Process and validate purchase requests to ensure compliance and clarity of specifications and scope of work.

• Collaborate with internal stakeholders to clarify requirements before engaging with suppliers.

• Solicit Requests for Proposals (RFPs), Quotes (RFQs), or Information (RFIs) from suppliers in accordance with DTC procurement policies, managing supplier clarifications effectively.

• Evaluate supplier proposals and follow up on post-submission clarifications.

• Negotiate with shortlisted suppliers, employing a clear selection strategy and securing approval for supplier awards through Delegation of Authority (DOA) processes.

• Issue award notifications, draft contracts, issue Purchase Orders (POs), and inform relevant parties accordingly.

• Coordinate with suppliers and end-users to ensure timely and complete delivery, resolving any issues or obstacles as they arise.

• Prepare and manage all procurement-related documentation such as RFPs, bonds, letters, memos, and contracts.

• Report on work progress and Key Performance Indicators (KPIs), ensuring data accuracy.

• Actively participate in DTC’s learning and development programs to enhance procurement expertise.

• Ensure compliance with Quality, Health, Safety, and Environment (QHSE) requirements.

• Adhere to governance requirements in all procurement activities.

Education:

Bachelor’s degree in Business Administration, Supply Chain Management, or a related field. Professional certifications in CIPS are advantageous.

Experience:

At least 6 years of experience in Procurement or Supply Chain Management. Proven experience in procurement, with a strong understanding of procurement policies and procedures.

Other qualifications:

  • Experience in a regulated industry is a plus.
  • Excellent negotiation, communication, and interpersonal skills.
  • Ability to manage multiple projects and stakeholders simultaneously.
  • Fluent in English, with excellent written and verbal communication skills. Knowledge in Arabic, both written and verbal, is preferred.
  • Proficiency in MS Office Suite.
